The European Commission proposes amendments to the Deforestation Regulation (EUDR)

On 21 October 2025, the European Commission presented a proposal to amend the EU Deforestation Regulation (EUDR). The aim is to simplify implementation and reduce the administrative burden, particularly for micro and small operators. The proposal includes a postponement of the application date to 30 December 2026 for micro and small operators, as well as the introduction of a new category of operator: “downstream operators”. This is intended to further clarify responsibilities within the supply chain.

The proposal mainly provides relief for small and downstream operators, with larger companies still expected to comply with the EUDR requirements from 30 December 2025,  The proposal must now be adopted by the European Parliament and the Council before entering into force.
