The National Negotiation on Housing and Infrastructure – agreement on new high-speed railway between Stockholm, Gothenburg and Malmö
The Swedish state (through the National Negotiation on Housing and Infrastructure) has entered into agreements with a large number of municipalities and regions regarding the establishment of a new high-speed railway between Stockholm – Gothenburg and Stockholm – Malmö. The agreements regulate e.g. the planned stretch of the railway as well as placements/locations of stations and the parties' commitment in respect of financing of the railway. As a part of the agreement, the municipalities along the railway have committed to the construction of approximately 100,000 new homes. The estimated cost for the high-speed railway is SEK 230 billion.
The National Negotiation on Housing and Infrastructure submitted its final report regarding the project to the Swedish government in December 2017. Decision to establish the high-speed railway, as well as the entering into force of the agreement concluded with municipalities and regions, is conditional upon approval by the Swedish parliament.
The project is a part of the National Negotiation on Housing and Infrastructure's mandate to initiate negotiations regarding shared financing/co-financing of a number of infrastructure projects with the objective of increasing the construction of new homes and to provide improved labour market conditions.
