New agreement for outsourcing of rail traffic operation on several light railway lines in Stockholm

The Stockholm Region Public Transportation Authority (PTA), which is responsible for arranging public transportation in the Stockholm County, decided in May 2023 to award AB Stockholms Spårvägar the assignment to operate rail traffic on Tvärbanan, Nockebybanan, Saltsjöbanan, Lidingöbanan and Spårväg City as from August 2024.

The contract was awarded after a competitive public procurement process with three tenderers. The award was appealed but has, after completed appeal process, been confirmed and the agreement will hence be entered into with AB Stockholms Spårvägar.

The awarded agreement includes a comprehensive commitment for the operator of traffic production, traffic planning, traffic information, maintenance of SL’s rolling stock, operation and maintenance of platforms and depots, and certain maintenance of the track infrastructure. The contract term is 10 years and the operation affects more than 50 million boarding passengers per year. The contract value is estimated to approximately six (6) billion kronor.

Mannheimer Swartling advised the PTA in the procurement project, including the appeal process.
