Memorandum – Expanded Background Checks for Employment in Municipalities

The task of the investigation has been to review the possibilities of checking employees and individuals offered employment or assignments within municipalities against the criminal records and suspicion registers. This aims to provide municipalities with better conditions to conduct background checks, including reducing the risk of infiltration and internal influence.

The investigation proposes that:

  • It should be possible to conduct background checks for employment involving work with the elderly and people with disabilities.
  • Background checks for those working with children should be expanded to include more crimes and information from the suspicion register.
  • Municipalities should have the opportunity to decide on background checks for positions critical to the municipality’s ability to perform its duties.
