Strengthened Protection for Certain Elected Representatives and Clearer Internal Control in Municipalities and Regions

In this legislative proposal, the government suggests an obligation for municipalities and regions to prevent elected representatives, as specified in Chapter 4, Section 2, first paragraph of the Local Government Act (2017:725), including municipal and regional councilors, from being exposed to health risks or accidents due to threats and violence.

This new obligation corresponds to the responsibility that municipalities and regions have for their employees under Chapter 3, Section 2, first paragraph, and Section 3, first paragraph, second sentence of the Work Environment Act (1977:1160), regarding threats and violence. The proposal aims to strengthen protection against threats and violence for elected representatives. The legislative proposal also suggests that internal control in municipalities and regions should prevent errors and irregularities in operations. The purpose of the proposal is for municipalities and regions to more extensively prevent, detect, and address errors and irregularities in their operations. The legal changes are proposed to take effect on July 1, 2025.
