The Swedish Western region implements a brand new IT support system for the healthcare sector

The Swedish Western region Västra Götalandsregionen (“VGR”) has, as part of the programme Framtidens vårdinformationsmiljö, completed a strategic public procurement process for a comprehensive IT support system for the region’s healthcare sector. The IT support system is an important tool in the development of healthcare in the region.

The system will replace several of the healthcare sector’s current IT systems and thereby contribute to a new, modern and unified electronic healthcare records as well as increased and simplified collaboration within the healthcare sector. The system will initially be used by approximately 50 000 users within VGR. In addition all 49 municipalities in the Western region has participated in the procurement, which enables a cross-organisational use of the IT support system within the public healthcare. The new IT support system will have a massive impact on the healthcare in the region, and it is an important initiative to drive digitalisation and standardisation of healthcare. The contract extends over a period of ten years from the completion of the implementation phase, with a possibility of an extension of additional four years. The total value of the contract is approximately 2 billion SEK.

The procurement has been conducted as a so called competitive dialogue, and has engaged approximately 1 500 employees at VGR. Dialogues have been held with several tenderers, and three tenders were submitted in the procurement process. Cerner Sverige AB, part of one of the world’s largest corporate groups within IT systems in the healthcare sector, Cerner Corporation, was awarded the contract.

Mannheimer Swartling has advised VGR during the entire procurement process. The assignment has included e.g. the preparation of all contractual documentation, specification of requirements and procurement documentation, qualification of suppliers, assistance during dialogue meetings with tenderers, and education and advice during the evaluation of tenders. In addition, the firm successfully assisted VGR in the subsequent review process in the administrative Court.
